Willington Conservation Commission

Call to Order: P. Andersen called the meeting to order at 7:07 pm.
Present: P. Andersen, M. Drobney, C. Jordan, K. Demers, M. Schreiber, R. Shabot.
Approval of minutes of 11/25/08: Motion RS/CJ to approve the minutes with the edit on the Present roll call to omit “on a motion by KD/RS” from that agenda line. KD abstained, 5ayes.
Present to Speak: Chris Demers presented a FRP-DS 2009 Schedule of Activities. There is only 1 activity listed on the schedule that will require funding, (Wildlife Videos by A Rzeznikiewicz). Ray Crossen would like to know what percentage of land in Willington is under protection by the enactment of IWCC’s regulations.
Treasurers Report: There is no change in the FY 08\09 budget at this time.
Old Business

Trails Report: Julia’s and the Weigold Trails have downed trees on their trails.
Burma Road: An email has been sent by PA to K Acimovic and L Nicholls outlining the concerns and proposed solutions to the grading issues on Burma Rd as discussed on a site walk 11/17. A letter will be sent to the BOS asking that the currently unmaintained section of Burma Rd be closed in order to better manage erosion and reduce the siltation of Taylor Pond.
Programs: 1/25/2009 Star Party 6-8 pm, 2/1/09 Tree Identification 1-2:30 pm.
Willimantic River Alliance: No report
Town Development: KD, PA, RS attended the 12/9/08 public hearing on the revised PZC regulations and participated in Present to Speak.
CC Website: LC is continuing with updating the website.
Open Space/ Easement Monitoring: Tabled
Last Green Valley: Source to Sea Expedition has accepted our proposal for inclusion in their project: Source to Sea Expedition.
Knowlton DEP Open Space Grant: KD and PA are preparing the RFP for a survey on the Knowlton Open Space parcel. A bid package will be sent to 8 professionals with a 30 day deadline.
On a motion by CJ/KD “The Willington Conservation Commission requests the Willington Board of /Finance to recommend to the Board of Selectman to call a town meeting to request approval of $330,000.00 from the General Reserve Fund for the purchase price and associated costs for the Knowlton parcel”. Unanimous vote So moved.
Policies/guidelines for Town Open Space Parcels: There was a discussion on open space subdivision criteria as it relates to the revision of the PZCs regulations.
New Business
CIP Requests for FY 09/10: CJ will prepare a request for CIP funding based on the recommendation presented to the commission for the FY 08/09 request.
Communications: PA presented communication to the commission.
